Value Engineering Study for the Construction of New Intake Structures Replacing Existing Ones near Border Posts 51 and 52

Introduction

This project aims to ensure full compliance with the 1973 Helmand River Water Treaty the most recent water-sharing agreement between Iran and Afghanistan. The studies, conducted by Sistan and Baluchestan Regional Water Company as part of a value engineering framework, focused on the following key components:

  1. Determining Iran’s water withdrawal volumes at three intake points, in accordance with Clauses (a) and (b) of Article 3 of the Treaty.
  2. Surveying and designing joint water measurement facilities at the three specified locations based on Iran’s allocated share.
  3. Developing a practical plan for the construction of joint measurement infrastructure.
  4. Conducting studies to eliminate the existing intake structures and to identify and design new intake sites.
