Imam Khomeyni, Khoramshar, Abadan and Bushehr Ports Master Plan Studies (Phase II)

Introduction

Extensive changes in the maritime transport sector, shifts in the world’s economic poles, evolving supply and demand patterns for port services, the emergence of new requirements and obligations, along with the intensifying global port competition and technological advancements, necessitate proactive policy-making and strategic roadmapping for the future development of ports. The review and update of port master plans serve as the roadmap to ensure that ports can respond to these dynamics. The key objectives of updating a Imam Khomeini ,Khorramshahr, Abadan and Bushehr Port master plan can be summarized as follows:

  • Enabling the port to adapt to technological changes, evolving cargo trends, and regulatory frameworks in order to remain competitive with other ports
  • Ensuring port development in compliance with national and international standards and regulations
  • Supporting the port’s long-term expansion by creating operational zones in the hinterland
  • Integrating economic, engineering, environmental, and safety considerations
  • Enhancing the port’s environmental sustainability and safety performance
In 2018 (1397 AH), the Phase II Studies of the Port Master Plan were commissioned to this consultant. According to the Terms of Reference (ToR), the studies were carried out in 14 chapters:

  2. Review and Analysis of Port Background
  3. Comprehensive Identification and Analysis of Current Port Conditions
  4. Identification, Analysis, and Formulation of the Desired Future Port Status
  5. Non-physical Development and Organizational Planning
  6. Port Land Use Plan
  7. Infrastructure and Equipment Development Plan
  8. Rail Capacity Expansion Plan for the Port
  9. Internal Road Traffic Management Plan
  10. Information and Communication Technology (ICT) and Port Digitalization Plan
  11. Port Safety, Security, and Passive Defense Program
  12. Port Environmental Protection Plan
  13. Port Development Economic and Financial Program
