Introduction

Hormozgan Province Water and Wastewater Company, as the project beneficiary, has entrusted the construction, ownership, and operation (BOO) of the seawater intake and desalination facilities of Bandar Abbas City, with a capacity of 100,000 m³/day, to Bandar Abbas Desalination Construction and Operation Company – SHAYA.   In this project, a Reverse Osmosis (RO) system has been considered for seawater treatment. In accordance with the investor’s commitments and the requirements emphasized by regulatory authorities regarding the discharge of brine effluent from seawater desalination facilities—compliant with the standards of the Department of Environment (DOE)—the construction of a brine outfall system is being implemented, designed for discharge at a suitable depth in the sea using multiport diffusers.   Accordingly, Hormozgan Province Water and Wastewater Company, as the project beneficiary, while pursuing the implementation of the brine outfall system, has appointed Sazeh Pardazi Iran Consulting Engineers to review the technical documents of the system and to provide site supervision and high-level supervision over the proper execution of all construction and installation activities. Engineering Services for the Brine Outfall System – Bandar Abbas Desalination Plant According to the contract, the main engineering services, including technical document review, site supervision, and high-level supervision of the brine outfall system construction, are as follows:

1. Reporting on required studies and implementation actions by the investor.
2. Reviewing, verifying, and approving engineering and design documents from the investor’s consultants after necessary corrections.
3. High-level supervision of construction and installation in compliance with approved designs and technical standards, with reporting to the employer.
4. Monitoring the project schedule, tracking progress, and evaluating deviations.
5. Reviewing construction delays and reporting to the employer.
6. Participating in monthly meetings with the investor and consultants.
7. Monthly evaluation of consultants’ performance and reporting any deficiencies.
8. Quality control services, including inspections, material and equipment testing, and obtaining operation and maintenance guidelines.
9. Reviewing as-built drawings.
