Introduction

The development of the Makran coastline is one of the major national development goals prioritized by the country's governing bodies. In this context, the Ports and Maritime Organization has undertaken site selection for the construction of a large commercial and oil port on the eastern shores of Hormozgan. In 2018, a contract for site selection studies was awarded to the Iranian Structural Engineering Consultants, and the results of these studies indicated that the Koh Mobarak area is the best option for the establishment of the new port. These results were approved by the esteemed Board of Directors of the organization in the same year. In 2022, conceptual studies for the Makran Commercial Port Complex, based on market assessment and demand forecasting, were assigned to the Adab Danan Investment Consulting Group, and the results of these studies were approved by the Ports and Maritime Organization in 2023. Following the approval of the projected capacity for the new Makran Port, a contract for the comprehensive planning studies of the Makran Port Complex was awarded to a consortium of Iranian Structural Engineering Consultants, Horm Pei Consultants, and Sanjesh Consultants. In these studies, the existing conditions of the study area will be assessed, and based on market studies and cargo demand forecasts for the project horizon (up to 2045), land use plans for the port and its financial and economic evaluation will be conducted. This project has been carried out in the following phases: Phase One: General overview and methodology Phase Two: Data collection and analysis Phase Three: Refinement and updating of market analysis and transportation and logistics studies Phase Four: Development of land use plans and port construction proposals Phase Five: Economic evaluation and determination of the optimal investment partnership model Phase Six: Implementation of the plan and analysis of its impacts and requirements
